Understanding KBLI, NIB, and OSS RBA
What Is KBLI?
KBLI, or Klasifikasi Baku Lapangan Usaha Indonesia, is Indonesia’s official classification system for economic and business activities.
The selected KBLI codes can affect:
- The activities a company may conduct
- Foreign ownership eligibility
- Business scale requirements
- Investment requirements
- Risk classification
- NIB and business licensing requirements
- Standard Certificates
- Sector-specific and operational permits
Indonesia’s current classification is established under BPS Regulation No. 7 of 2025 concerning KBLI 2025.
What Is NIB?
The Business Identification Number, known as Nomor Induk Berusaha (NIB), is issued through the OSS system and serves as the primary business identity for registered business actors.
However, an NIB does not always mean that every business activity can immediately begin operating. Depending on the risk classification, a business may also require:
- Self-declared statements
- Standard Certificates
- Verified Standard Certificates
- Business licenses
- Environmental approvals
- Building or location-related approvals
- Sector-specific operational or commercial permits
What Is OSS RBA?
OSS RBA is Indonesia’s Online Single Submission system for risk-based business licensing.
Business licensing requirements are determined according to the risk level and sector of each business activity. The applicable licensing framework must therefore be checked against the company’s KBLI, location, scale, and operational plan.

Frequently Asked Questions
Can a foreigner establish a company in Indonesia?
Yes. Foreign investors generally use a PT PMA structure. The permitted foreign ownership percentage and licensing requirements depend on the company’s business activities and applicable regulations.
Can a foreigner establish a CV?
A CV is generally intended for Indonesian partners and is not the appropriate structure for foreign shareholding. Foreign investors should normally consider a PT PMA.
Is NIB included in the establishment packages?
NIB and OSS registration are included in standard packages when the business data, KBLI, address, and supporting documents satisfy the applicable requirements.
Does an NIB allow the company to begin every business activity?
Not necessarily. Medium-risk, high-risk, or specially regulated activities may require additional certificates, verification, approvals, or operational licenses.
Is a Virtual Office included?
A Virtual Office is not automatically included unless it is stated in a written quotation. Availability and eligibility depend on the company’s location and selected business activities.
Are sector-specific licenses included?
Sector-specific licenses, environmental approvals, technical permits, immigration services, and other special approvals are quoted separately unless expressly included in writing.
How much does a RUPS cost?
RUPS and corporate amendment services start from IDR 3,000,000. The final quotation depends on the corporate action and the number of changes required.
